Call for experts for the short list in the framework of the project “The Adriatic olive-grove: Risk prevention, sustainability, learning” (AOGRPSL)”. Deadline 30 May 2013

The Agricultural University of Tirana (hereinafter referred as “AUT”) is inviting qualified experts to submit a declaration of interest to collaborate to the AUT’s activities in the framework of the project AOGRPSL.

In conformity to the EC Regulation no. 1605/2002, EC Regulation 2342/2002 and EC Decision (2007) 2034, the AUT launches the following Call for Experts for the establishment of a long list of experts aimed to collaborate with AUT in the framework of the implementation of the project “AOGRPSL” (cod. 245) co-financed by the IPA Adriatic CBC Programme.

Fields of expertise searched for:

  • Expertise in the field of health and nutrition


General Requirements:

The experts should possess:

  • At least three years of professional experience in the abovementioned fields of expertise;

  • Good understanding of the EU and national institutional framework;

  • Good command of English language;

Exclusion criteria:

Candidates will be excluded from participation in procurement procedures if they fall into the following situations:


a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; (i.e. against which no appeal is possible);

c) they have been guilty of grave professional misconduct proven by any means which the Contracting Authority can justify;

d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the Contracting Authority or those of the country where the contract is to be performed;

e) they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EU's financial interests;

f) they are currently subject to an administrative penalty referred to in Article 96(1) of the Financial Regulation (BUDGET)/ Article 99 of the Financial Regulation (10th EDF).

Application procedure:


Candidates with the requested requirements are invited to present their application according to the terms and modalities indicated in this announcement. The application must be presented within the deadline of 30th May 2013 and shall contain:

DISCLAIMER:

Interested and qualified experts can submit informal expressions of interest only. Any other kind of offers or proposals will not be taken into consideration. The establishment of a short list does not foresee the establishment of a ranking list.

Submission of expressions of interest will not necessarily lead to cooperation or a contract with AUT, but may only give possibility to be invited to offer a professional collaboration for period of at least 12 months from the submission date of the candidature. The eventual proposal of a contract of collaboration with AUT will be done base done the specific needs of AUT.
